Subcommittees and task forces are comprised entirely of board members. The board establishes subcommittees and task forces, and determines their mission, size, jurisdiction, and authority. Task forces serve in an advisory capacity while subcommittees may serve in advisory capacity or have delegated authority. Mission Statement
The Application Review Subcommittee reviews the Grants Working Group’s recommendations for research funding and makes decisions on applications for research funding in public meetings. The Application Review Subcommittee is composed of the members of the Board from biotechnology institutions and patient advocates. The other members of the ICOC serve as ex officio members of the Subcommittee. The Subcommittee is chaired by the Chairperson of the ICOC, with the support of the Vice-Chair of the ICOC.

Mission Statement
As a state agency, CIRM takes its responsibility seriously to educate the people of California about the programs that impact them, and to engage and inform them about participating in clinical trials and other scientific endeavors that CIRM supports.
The Communications Subcommittee shall advise on communications with the people of California to help guide best practices. It will also provide recommendations to ensure effective, linguistically and culturally appropriate delivery of information to California’s diverse audiences in an inclusive and equitable manner.
To fulfill this mission the Subcommittee will:
- Ensure its findings are communicated to the People of California.
- Share public feedback with the Board.
- Meet quarterly.
- Report to the Board at least twice a year.

Mission Statement
The Governance Subcommittee reviews language and makes comments upon policies related to management of the ICOC and the Institute. The Subcommittee’s corporate governance responsibilities involve (i) making recommendations on the Institute’s compensation policy and contracting policies; (ii) working with the President to establish goals for the management of the Institute; and (iii) monitoring the achievement of these goals in order to optimize performance; (iv) evaluating the performance of the Chair, Vice Chair, and President and making recommendations regarding their compensation to the ICOC; and (v) recommending a compensation policy for Patient Advocate and Nurse members for the time spent in preparation for, and participation in, institute, working group, and ICOC meetings. The Governance Subcommittee’s recommendations shall be considered by the ICOC. The Governance Subcommittee shall make regular reports back to the ICOC, as appropriate.

Mission Statement
The ICOC Finance Subcommittee develops and provides guidance on policies and strategies for CIRM bond financing, CIRM’s budget and internal controls, and the ongoing analysis of CIRM’s economic impact.

Mission Statement
The Intellectual Property and Industry Subcommittee will work, in consultation with CIRM staff, to develop intellectual property policies and regulations and to engage industry as a partner in order to advance CIRM’s mission and to protect the interests of the State of California in CIRM-funded research. The Subcommittee’s jurisdiction includes (1) establishing intellectual property standards that balance the opportunity of the State of California to benefit from the patents, royalties, and licenses that result from basic research, therapy development, and clinical trials with the need to ensure that essential medical research and resulting therapy development are not unreasonably hindered by the standards; (2) overseeing and advising the ICOC with respect to any potential disputes between CIRM and its grantees or partners over intellectual property standards and their application; and (3) while respecting academic freedom, developing and refining policies to encourage industry involvement in CIRM, including among other things, CIRM programs, activities, and funding mechanisms and with CIRM non-industry grantees who are willing to engage with industry.

Mission Statement
The Presidential Search Subcommittee shall make recommendations to the Independent Citizens Oversight Committee (ICOC) on the selection of and approval of contracts with executive search firms, on the development of eligibility criteria and desired qualities of the candidates for President, on the identification of options and processes for selecting an Interim President to ensure smooth transition to a new President, and and on the identification of ways to ensure transfer of knowledge to a new President. The subcommittee membership is drawn from among the patient advocates, life science commercial entity representatives, university representatives, and non-profit research institute representatives at the time a need for the subcommittee arises. The subcommittee shall make regular reports back to the ICOC, as appropriate.
